If you want to save a document as a template,first click on File

• Next step- save it
• Double left click on Computer.
• Write the name of your template in the file name box.
• Open the photoshop software
• Create design according to the requirement of the client
• When the PSD file gets ready convert it into HTML
• Then program the PHP
• Then give domain name and after that comes web hosting.

In this way you cam create a new template on a website.

• What are the roles of the recipients who will be signing?

Go to computer
Type any name for file name box.
click word Template in save as type
Click Word Macro-Enabled Template
Click Save
To change word automatic saves,
click File->Options -> Save

I think we are complicating the concept of website templates.

Loosipher, you are referring MS Word Template (.dot), which is not the same thing as a website template.

Harvey is talking about VBA, a programming language used within MS Office for automating and/or extending MS Office app's functionality. These has nothing to do with website templates.

There is, strictly, no such thing as a website template using purely HTML.
You could create a site, then re-use it later for another site by making some minor adjustments to its layout and content. This site which you base your new site upon, is your so-called website template. I prefer to call it a "reference" site

This is exactly what FWT is providing. They give you a reference site for you to make modifications to. It contains only HTML scripts, CSS & images. You change it's content and images/logo, then publish it as your own.

There are, of course, website apps like Wordpress, Drupal, Joomla etc which have their own templating system for use in creation of 3rd party templates and plugins. These are something beyond simple HTML scripting. Creating these plugins/templates require advance programming & CSS skills. However, using these pre-built template alleviate us from complicated HTML, CSS & PHP scripting. People like us who are not too good with programming simply choose the template (free or paid) we like, then start changing banner images and page contents. Unless you wish to make minor modifications to the template's layout, you probably won't even need to perform HTML scripting. You may have seen some websites looking similar - they probably are created using the same app and same template.

First google search for free website template.
To save template, click File->Save As to computer
Go to own site upload to your save template
Go to word Template in save as type

Firstly used Netbeans or Dreamweaver and using HTML language. I think this is the best way to create template and you can also get best suggestion though internet.
