Yes it was - that's why I moved it here.
Off Shore only if you plan on circumventing the USA laws.
There are several open source and paid Forum programs out there.
You could use a CMS (content management software) and intergate a forum software.

    Thank You
ishkey for your reply, and your wizdom,,
this is what was reamended, as a try to seek out to start my own FTA Forum site,
I have had the most joy of just sharring with other in the forums type sites, I'm sure you and all of these great members feel the same way this is what we are all about helping and sharring,

I really have no plans what so ever on circumventing any of the USA laws being I live in the USA, however I like to keep an open mind and what is 100% lawful at other places, may not be within the USA and I'm not convience that USA has it right,, freedom is what we all want,, beside I just like to play it safe then being sorry,,

like I said any info and pointer would be great as I go on this quest,,

if you have any other suggestions Please feel free to PM me or give me an email,,
    Thanks all

I think the new vb suite would pretty much cover most of your needs without a separate CMS. They have a demo here:

vBulletin Community Forum - What's New

It reminds me a little of the old phpnuke, but obviously much more advanced.
