General Trying to use template in dreamweaver

Hello im new to the site. I downloaded a template now i want to use it in dreamweaver. I dont have a web host im just playing around with diffrent ways of doing a site before i actually put it up. I'm hoping someone can give me step by step insturctions on how to apply my template

Do you mean edit it?

If you do just click on the file and open it you can then edit the regions of the template
