Closed problem with requesting a template

hi guys i have a problem

i read the rules and it says i must already have a website to be able to request a template

the problem i have is my website cant be made untill i have the template

for my site im writing a custom content management system and in order to be able to tie the cms into the site i need a template made for it

what should i do

i cant download a premade template cause it wont have the menus and such i want

i could make a reeeeeeaaallllly basic mock up of what i want but will that be ok as i will only be able to put labels in the areas because the cms is still being coded


what should i do

i can be verrry specific about every detail of my cms system so as to make it easier for you guys but what should i do
