I don't get it. How do you make a website for your private server then?

 

I have a friend who doesn't live in America. She downloaded maple story but afterwards, the game couldn't load. Then she checked a blog and it said that only people who live in America can't play Maple Story but I heard from my friend that you don't have to be in America to play. She also said that there are different versions for different countries to download. I want to know if that is true and if it is can someone who's playing maple story in America still talk to the person who can play it on a different version?
