The description is the second most important tag(up to 150 characters)
the keyword tag is for you (not for the search engines) to remember which keywords you are optimizing for.
The first 100 (best 50) words should have your most important keywords in it. You may need to change the site layout to incorporate this.

Use :keyword suggestion tools for keywords
Use: web page analyzers to check the web page for SEO
Use: web page position tools to check the page position in search engines
Use: traffic analytics to verify your visitors, keyword effectiveness (they list the keywords that brought the traffic), area the visitors came from and if they are a new visitor or a repeated visitor.
Record your visitors for each page by the week in a spreadsheet. That way you can compare by week if you are improving or not.

Important issue:
You need a title and a short description in the title (max 66 characters)
You need a description (max 150 characters)
You do not need a list of keywords, spiders do not check for a keyword list but page analyzers use them (keywords are for to know what keywords you optimized the page for - they change as you get better keywords and the page gets better position)
- Make sure each page has a good title and description (and keywords for web page analyzers)
- Make sure you use the best keywords (best to describe the page content with good popularity) within the first 100 words of the body of the page. I made an error on one of my pages within the first 100 words and the page drop from 600 a week to 60 a week. It does make a difference.
- Make sure you submit the web site to search engines (not to the ones that are already listed). Be sure to have a list of the ones that already have you listed.

When SEO of the webpage, the goal is to increase traffic and reduce the bounce rate.
Bounce rate (sometimes confused with exit rate)[1] is an Internet marketing term used in web traffic analysis. It represents the percentage of visitors who enter the site and "bounce" (leave the site) rather than continue viewing other pages within the same site.

When the bounce rate is high, it means the visitor did not find what he or she was looking for (the keywords did not match the site information close enough). Try different keywords. High traffic means you used popular keywords (best to have 10 visitors that buy something than 100 visitors that do not). Also check the amount that click on the ads, then check the amount. The ads may have a different monetary value. The better position you have in the search engines, the higher the value of the ads.
- Use analytics (I use several) to check the web traffic analysis (amount of visitors, both new and returning - where they came from, pages they visited, amount of time they were on each page, etc), it will tell you if a translator (use a free one) will help your traffic.
Check competition for keyword ideas. Similar sites may have better keywords. Don't forget keyword phrases (two, three and four keywords - such as "mechanical engineering tutorials" (that got me first page in Google for mechanical engineering.

Using the single keyword "Sink" makes it very hard to find my web page
Using two key words "Laundry Sink" makes it easier
Using three key words (called long tail or more than two keywords)
"Laundry Sink Tutorial" puts me on first page Google.
"Plumbing Laundry Sink Tutorial" also puts me on first page Google.

Try for 4 or 5 keywords, then search with one less if still good position
search with one less. If not good position, try changing keywords until you have position with two or three keywords. Don't try for one keyword, because very few people search for one keyword and the competition is too great. Then try another keyword group. You may be able to position for several keyword groups. The more keyword groups the better. Also you should see your traffic (visitors) increase. Next we will try for targeted traffic.
