If you create XML site map to your website then search engines indexes your site quickly, so i recommend to create both XML and HTML site indexes for your website, and when coming to meta tag description it is not mandatory, but if you have that it will be a plus point to your site to get to top in the SERP. One more thing is that Google has updated its algorithm with respect to meta tags, i.e. meta tags with below 115 words (relevant) are ranking top in the Google SERP.

 

Yea, search engines are smarter. I use a robots meta tag for index, follow and revisit webpage every 1 day, just for kicks.
