Graphics Could You Customize a picture

I would like the size to be in the range of 740x117 pixels.

I would like the patch image on the left side, large enough so that people can read it, but small enough so it does not cover the whole picture.

Could you please do a sample on both of the pictures?

On the top, to the right of the patch could you please put
Morrow County Sheriff's Office in a color that looks good.
