Websites OT... Help in coding a Web Page needed !!!

Does anyone know of some Links to a Forum or Discussion Board where HTML coding, and using CSS is discussed and questions answered ???
I know a little HTML but have a few questions to perfect my coding.
I don't use css because it is really confusing to me.

I have some good books I have been trying to refer to, but sometimes there are little things that the books don't mention or at least I don't understand.
I feel the better my webpage is coded the more likely the SEOs will pick it up and not reject it.

Another one is HTMLgoodies.com, they have many tutorials on what to do and how to use them... they also do a newsletter and provide many codes.
