You can easily make a fully responsive website with the help of web designing software templatetoaster. Its a designing software that helps to create fully responsive themes/ templates for multiple CMSs. There is no need to write a lengthy and complex coding at all, it will automatically generate a source code for you.

This is the easiest solution for most people and since more and more people use WordPress to create websites, it's becoming a more popular choice.
A responsive theme already has the code in place out of the box. So as soon as you install it, you're done!
So if you created your site with WordPress, just search for a theme that is already responsive.
I use the Daily Dish theme and love it. If you don't want to buy a theme, you can use a plugin called WP Touch. It works for most themes and uses a standard layout/design for all sites.

Yes, there are many free responsive themes and plugins for WordPress sites. If not running on WordPress, you should use CSS.

I suppose you can look for this shortcode and replace it with <meta name="viewport" content="width=device-width, initial-scale=1, maximum-scale=1"> I really appriciate your inspiration of making up your own site. I use a responsive WordPress theme anyway.

It is a good deal to convert from adaptive to responsive website, but good news is that Google has updated its algorithm to auto convert every website as responsive, many websites ranks has been fluctuated after this change. But then also i recommend you to go for responsive design, almost majority of the current web designer frameworks are able to convert it with a simple code. Better you Google it and Youtube it for best understanding.
