W3S is a verrrrrrrry nice place to learn. However, what I did to brush up on PHP, CSS HTML was install wordpress and PHPBB on my webserver and simply PLAY with it. Google everything you need to know, and learn how to edit specific things for a specific purpose. It works wonders, and it feels great to understand the stuff under the hood :D

If you're looking for a beginners book on the subject, you could do a lot worse than read Head First HTML with CSS and XHTML.

This was the first book I picked up as a beginner and I found it very enjoyable and easy to understand.

there are many online tutorials and free book available, you can use any of them. If you are beginner then I would suggest you to try w3cschools..

    I also recommend w3cschools.

What I would do is go set up a free site, and go through some simple exercises in thw W3C site, build a few pages, host them on your free site, and see what they look like hosted on the web... learn a couple things at once. I would learn the basics on your own machine first, though... linking files, that sort of thing.
