help me in building a website

Is there anyone who can help a novice? I would like to have a news website with a comment section for the stories. Of course I have taken a risk to buy a domain and webhosted it even though I am new to web design etc etc As expected I am failing to move forward from there. I have a host of African journalists who would like to be posting to the site.
