Legacy Glassy 'R''ogo

I need help from expert here to make a 'R' logo.

1) What is your website address (ex: http://site.com ; Site Name)?
I'm working on it.
2) Description of your website:
A few pages to promote my translation service.
3) List 3 logo designs you really like & why:
I like a simple 'R' logo as the initial of ROICOON.
4) Requested size of your logo:
Size that can be printed clearly on A4 size should be OK.
5) Do you have any images/photos that can be used for the logo ( only copyright free ones )?
Attached is the image that I sketched. I just don't know how to use graphic software to make this logo.
6) Any colors you prefer?
I prefer the letter 'R' in blue and white logo. I want it looked glassy.
