Flash Flash map interface

Hi, I am not necessarily requesting this to be made, though that'd be fine if someone were to, so without being disrespectful to the rules of this forum, I'd like to ask if anyone knows of any way for me to make, someone else to make, or a template already out there that I can't find. I tried looking for templates but the oddity of this type of Flash project seems to be extremely difficult to find. So here it goes:

I am trying to make a large Fantasy Role Playing Game Map, and with the help of Flash I assume, though maybe other API's could do the trick, it would need to be able to Zoom, and pan with arrows, that is the minimum really.

Here is an example of what I'm thinking from Michelin's USA map...

Maybe that's not done with Flash, I am NOT a programmer, just a site designer...

So at minimum:

• Zoom with + and - buttons
• Pan with directional buttons

At maximum, pretty much everything the Michelin map has:

• Pan with hand grab
• Zoom slider
• Button to return to full overview
• Thumbnail for quick click navigation at high zoom

I completely understand if some or NONE of this can be done, and please forgive me if this is not posted in the correct area of the forum or is out of policy, I'm new and just curious.
