Web Design Please help

Can anyone please help - I used to use HTML 8 years ago, and recently stupidly offered to help a friend set up his website without realising how far things have moved on. Using NVU I managed to create the attached files but having three problems - left navigation buttons need a red border all around which I can't extend, also right hand big picture (which will be replaced with a new image on every other page) keeps drifting down as soon as the browser is minimized, and lower text box ( text changes as above) separates from text. I've managed to sort them all out by trial and error (3 days!!!), then machine crashed whilst saving a working version and I can't remember how I've done it.
