I need a template for a ONG, well in spanis that is (Organización No Gubernamental, in english may be is: No Goverment Organization - Exuse me my Englsih).

this ONG want to promove a law, and they want a Web Side, Could you help me?

Do you have some template? Some basic, clear nothing complicated.
