Closed Help Portal Template

Hello
Im trying to design a portal template about a country but im not doing very well so im just wondering if you guys can help me out on this. I want to put Arts, Culture, News, Entertainment, History, Travel etc on the front page. At the moment im gathering info for the website i want to do, im in no hurry to do this it will take me some time but i want to do it right.
